There are 2.3 million prisoners in federal/state prisons or local jails in the United States, the highest per
capita rate of incarceration of any country in the world. (U.S. Dept. of Justice,Bureau of Justice Statistics, 2009).
Recently, 260 non-violent prisoners were released from San Diego jails and prisons as part of the effort to reduce California’s prison population.
Without support and services, the majority of these newly-released offenders will re-offend and be returned to prison. On Sunday, 2/7/10 Scott Silverman was interviewed on KUSI 7/39’s San Diego People regarding these early releases and how the Second Chance program can help them find and keep a job, breaking the recidivism cycle. Since 2003, more than 2,000 ex-offenders have graduated from Second Chance and 60% of these ex-offenders have obtained employment.

Right now in the state of California, there are 33 state prisons housing 175,000 inmates, costing the California state tax payer 11 billion dollars. 95% of those people that sit in those 33 prisons will be getting out. Historically and statistically, 8 out of 10 of these people will commit another crime and go back to prison within 18 months after release at a cost of $55,000 per head a year as of 2009. Second Chance has found a way to solve this problem.
